GOP House majority leader. Known as "The Hammer," this Texas power
broker maintains
tight control of his "peers" through his prodigious fundraising (he
apparently
lets lobbyists write their own legislation). DeLay can make generous
campaign
contributions to members who will vote his party line, and can punish
opponents
within his own party by financing primary challenges. One suspects even
